Fisher's mantra since the beginning is that "Goff will play when he is ready." He has explained that "ready" means that he can "protect himself." I interpret that as, he can process the information and react with the necessary decisiveness to not take hits like the first game against Dallas. Fisher knows that Goff is already the most talented QB on the roster and can make all the throws. But the offense when he is in right now has a staccato feel, as opposed to Keenum's offense that appears more smooth and balanced. Maybe playing with Gurley and Cunningham and Britt and Austin, Goff would manage the offense smoother.
Bottom line, Keenum would have to set the world on fire to keep Goff on the bench once the Rams feel that Goff has a firm grasp of the offense and can protect himself in their eyes.

If Keenum is leading the Rams to a winning record, no matter how ugly are the wins, he probably starts for a period of time while Goff develops. But unless Keenum is playing lights out winning football, I see Goff "being ready" somewhere in the 4-6 game neighborhood. No later. Just too much upside and he's developing just to rapidly for Keenum to keep him on the bench for longer. IMO, of course.
