I'm no Fisher fan as you know, but I do believe he would allow Higbee and Spruce to start if they earned it.
Yes, no reason why Britt, Spruce, Austin and Higbee could and should not all be on the field at the same time.
I'd like to think that Fisher is open minded enough to allow the rookies to start if they have seemed to earn the opportunity. We will soon find out.
