Because outside of Brady, the vast majority of SB winning QBs are 1st rounders.
Going back to 1999, the only non-first round SB WINNING QBs are:

Nick Foles (1) (although an argument can be made that 1st rounder Wentz got them there)
Brees (33rd pick, just out of 1st round) (1)
So 26 years and 6 QBs.

12 to 14 SB wins. Throw out the outlier that is Brady (unless you wanna keep drafting 6th round QBs hoping to get another Brady) and its 5 to 14 or almost 3 to 1 in favor of the 1st rounders. I think it actually gets worse the farther back you go.
As far as signing FA QBs, its going to cost a ton, and hoe often do SB capable QBs hit the market? Cousins? No.
21 of the 32 starting QBs last year were 1st rounders.
That makes 11. Of those 11 teams only 5 made the playoffs and the Browns made it with Flacco at the helm, not Watson.
