Jourdan said unequivocally that the Rams are intentionally going to put their main money on the Offense for a couple of reasons. First, Sean is an Offense minded coach. Second, they have an elite QB and they're paying him big bucks.
Therefore, they're going young and cheap on the D. Doesn't mean they can't perform well. But they are certainly not going to be a top 7 or 8 D. That said, a lot of cheap rookies and 2nd year guys did very well last year and they can be reasonably expected to be better this year. Plus they added 2 studs to the Secondary in Williams and Curl.
I think they'll ad a vet DT cast-off that they hope still has some gas in his tank, and they'll add a vet CB who is more than competent but certainly less than top tier.
Notice the other teams mentioned and their allocation of funds and you'll see the same pattern. Note how the Steelers spend so much on D and so little on O. They have a Defense minded HC in Tomlin and so, of course, that's where they spend the bulk of their cap dollars. Works that way on most teams.
