According to [overthecap.com] the Rams currently have $20.76M in cap space. They could, if they wanted to, restructure Stafford and get another $20M. And if they needed more than that they could get another $10M by restructuring Kupp.

Danielle Hunter's cap hit this year is $13.7M. It should be clear that the Rams could have fit $13.7M under this year's cap if they wanted to. They just didn't want to.
