The Rams were set to pay Noteboom $15M this season and they cut that down to $7M, so they saved at least the difference ($8M) against this year's cap.
We will know for sure when we see the details: some of that guaranteed money could be signing bonus, for example, and that would push some of the cap hit into future years (resulting in even more cap savings in 2024).
I have seen that he has another $7M in incentives, but my guess is they will be considered Not Likely To Be Earned (NLTBE). Things like making 10 starts, participating in 75% of the offensive plays, making the Pro Bowl, etc. Sure, all possible. But not likely.
The NFL evaluates contract incentives and determines if they are Likely To Be Earned (LTBE) or NLTBE.
LTBE incentives go against this year's cap ... and if they are not reached the team gets a roll-over credit for next year's cap.
NLTBE incentives do not count against the cap ... but if they are reached the team pays up and the cap hit is applied to next year's cap.
