I believe that this is a very fair issue to raise about Williams.
Unfortunately, though, there's a couple of issues that I noted that make it difficult for me to answer:
1) Due to USC's beyond poor defense, I'm pretty sure that Williams KNEW that USC's offense would have to score a minimum of 30 points just to have a shot at winning any game they played. This is will, undoubtedly, lead to a certain element of risk-taking.
2) USC's OL has been a dumpster fire with respect to its pass protection. Many of those highlight-reel plays of Williams literally involves him running for his life before spotting an open WR at the last second. USC's game against ND this past season showed what happens when things go wring in this respect as Williams tried to make plays under duress and ended up throwing 3 INT's in the 1st half. But to put things into perspective, he only had 5 INT's for the entire season.
3) This issue tracks very closely to #2 and is one that was brought up by Joel Klatt in the video Speed posted. Klatt said that the first thing he looks for in a QB is that player's ability to play well in the pocket. Well, that's one thing I didn't see enough of...because (IMO) the pass-pro simply wasn't there enough for me to make an evaluation. He didn
