Any thought that somehow the Rams see Noteboom as a starter is gone.
He is either a back-up or he is nothing.
From the Rams perspective he is a top notch 6th man across all Oline positions except Center. Still, that means he gets maybe $3mil plus some incentives if he's willing to renegotiate his contract.
Or, he can see if someone views him as a starter and pays him more. He has the talent, but in his entire time as a Pro, he's not been able to stay healthy. So, who knows.
