Right now looking at FA there are some options but the best of them will dry up as tags and trades start flying around. Best remaining option will get grossly overpaid because it's a cornerstone role. So if it was me the plan would be to draft edge and fill some of the other holes in the roster with FA.
I'd try hard to get Dotson done and use my most creative cap efforts on him. Then I'd make a run at a receiver because with the strength of this class there may be less competition for some of them. My target would be Evans, assuming the Bucs don't get him locked up prior. And then I'd finish up with a few budget signings to round out the roster, a group that would include Wentz if he's got reasonable expectations on contract.
If they get Dotson and Evans done or let's say OL & WR are settled come the draft then your only real needs are RB (mid to late) and Center (mid). The remainder is loading up the defense. Which is sorely needed. Three picks in the first 100 to juice that side of the ball. And hopefully headlining the group at the top a crazy windfall like Latu, but even if he's a corner there is still room to circle back in rounds 2 or 3 and take an edge like Young who is a second tier type with a good motor.
