Complex issue and also remember that the NFL settled out of court for 280M to avoid going to court which would have allowed discovery and there are certainly lots of texts, emails and call logs that would have been very problematic for the owners and the league and it officers.
The owners split the cost and part of the deal was to let the Rams and Chargers move even though they didn't meet any of the requirements for relocation that the NFL charter demands.
The NFL has never enforced them. And never will. That relocation check is too big to turn down.
