First this is a rebuild season. They knew they wouldn't be contending this season. There is zero chance they looked at everything and said "yeah we can still contend." They're not stupid.
Second they have a first round pick and this draft might be quite nice with QBs. But they also need OT, Edge, and a top receiving threat wouldn't be a bad thing either.
So I am coming to the conclusion that this is a bit of a tactical tanking job. Where if everything goes perfectly they might sniff the playoffs, but failing that they are looking at a decently high pick that might net them a cornerstone positional player.
