When he came back he was "healthy enough" but not enough to play 40-50 snaps
Cannot play CB at 90% ... you can gut it out on special teams.
Mild tears can take 3-8 weeks, including rehab time.
He was also a rookie (playbook)--before injury he was starting to get into certain packages
then the hammy hit.
So when he comes back he's worked into special teams and when he's deemed ready
he plays.
So, rather than anything negative, it could be that he was managed in a way that got him
back when he was (a) 100% and (b) mastered reps in practice to do more than just a few packages
he became the starting fifth DB.
But whatever happened, and I don't know, to the fair-minded, there are no facts that support
any assertion that any coach had a temporary mental lapse. That's technoirian.
