The Rams kept 7 last year, 6 in 2021, 6 in 2020, 7 in 2019. So it seems either 6 or 7 makes sense.
Going on memory the Rams usually have 5 WR active on game day (assuming everyone is healthy) so either 6 or 7 on the 53 man roster would work. And considering they can call guys up from the PS for a few games without exposing them to waivers having 2 or 3 WR stashed there would provide insurance in case a couple guys on the roster are dinged up for a game or 2.
A lot will depend on who the Rams think they can sneak thru waivers and then sign to the PS. If the Rams think their 7th WR would get claimed if he's cut they might just keep him on the roster to protect him and cut someone at another position who they feel safe will clear waivers. (They might even value that other guy more than their 7th WR, but who would get claimed and who wouldn't is a major consideration.)
