If Jackson is equal to or better than Noteboom in practice, Jackson should start. This leaves Noteboom to be an experienced swing OT who can step right in, know the playbook, and mesh with the other guys. For the Rams (as with most teams) those OT spots are critical to the team's success.
Jackson was pretty impressive last year, and one hopes he only grows from that.
Yes, I understand that Noteboom has a big salary; that should be no reason to start him. But, that can't be solved this year. The Rams need real depth on the OL and a Jackson, Havenstein, Noteboom OT room would bode well for the season and allow the Rams to probably get a little something in a trade for Noteboom next season.

I heard that Noteboom isn't even practicing yet so that's not a good sign and not surprising.
