One other possibility is that keeping Morris as DC is McVay's #1 preference. I don't really think McVay would be shy about firing Morris if he thought he could replace him with a better DC. (And note - I'm not saying that is my #1 preference.)
My suggestion avoids McVay experiencing the worst possible scenario. Namely, finally losing Morris (and maybe an assistant or two who follow him to the Colts) AFTER all desirable DC options are hired elsewhere. Classic outcome in playing musical chairs when the music stops.
Time is not on McVay’s side. The Irsay’s are currently the puppet masters and that’s a terrible disadvantage for McVay.
Now, if McVay intends to keep Morris as DC as you posit, then there should still be no problem giving him an impressive title and raise anyway. Something that includes the word Defense in the title? And then the foot dragging of hiring D assistants could cease. The modest cost to Kroenke in raise here would be chump change, certainly compared to what’s at stake.
The Irsay’s are the tail wagging the dog right now. I think Rams need to regain control of their offseason coaching hires and this would be a way to do it without depriving Morris of his ‘opportunity’ with the Colts.
