This does not meet my definition of a rebuild either way. Counting both kickers and the basic starting 11 on both sides, they are returning 15 of 24 starters, including Donald, the qb, Ramsey, and Kupp and Woods. That ain't no rebuild. Retooling? Some refurbishing? In 99 DV had 4 starters who were on the team before he came in. That's a rebuid.
