A rebuild situation means no they don't have enough top talent at the right spots to turn it around overnight no matter who the coach is. The new coach has to basically start over. Like Vermeil in 97.
By your definition the 96 Rams had talent. So did the Bux from 1976-78. So putting it that way, ignoring real distinctions, just dodges the real issues. To go all semantics and water it down to talk about "talent" in general that way misses the entire point.
So let me reverse the entire question. Why did so many great coaches take 1, 2, 3 or sometimes more years to win?
Or do you think that Harbaugh, who took over a stocked SF defense in 2011 and won immediately, is a greater coach than Walsh, who didn't win until his 3rd year?
Well one had a rebuild situation and one didn't.
I think not recognizing distinctions like that means not really talking about actual NFL football. To me this a question of history. You can see distinctions in the history. Some situations worked one way, some another. You can see the distinctions if you look. So every NFL team that ever existed has had "talent" in that overgeneral sense, since after all only some of the wide pool of college football players can even make an NFL squad. But only a handful of teams have had enough talent of the right kind in the right spots to win immediately when they hired a good new coach. Most great winning coaches, in fact, had to start over and build a team that could win. That includes 3 of the best, who combined have won 12 superbowls--Belichick, Walsh, Noll. Heck Belichick only had 1 winning season out of 6 with his first team, and the first 4 years they lost.
