The rules regarding unis for college is obviously alot different than the pros. As I'm sure you know college teams often wear a uni once and that's it. Sure acquiring players not on your team is more difficult then retaining current players but it happens every year. the federal government y constantly uses very conservative estimates in assessing risk and offering guidelines. not to get too off track but a good example is the federal guidelines on cooking red meat.
