The moon is the stepping stone to achieving every 'scientific goal' you name and many more. And 'cost' is one of the main reasons.... escaping the earth's gravity is one of the most expensive aspects of space exploration. The moon could not only provide many of the resources needed but at 1/6th the gravity!

AND... they've known that since Shepard spent 15 minutes in space. - JamesJM
