are you referring to bleaching the hair white, or lighter? Maybe I'm thinking of a different technique.. if it involves bleaching, yeah everybody was doing it in the 80's - me included.. I even had the cap with the holes in it that you fished hair strands through so you could streak it.. I remember a lot of Spanish people peroxiding their hair which kind of turned it orange - they couldn't ever really get it white..
