I've been a proponent of the NFL pitting all teams in the "bubble" from the beginning of the season (extending the season by a month to let players out of quarantine periodically).
But they never asked for my opinion anyways.
But we're here now, so...
I'd select a single site (thinking Vegas) to put both conference playoff qualifiers into the bubble. I don't see there being any need to switch up the schedule much except to allow two weeks at the front end to make sure all players/coaches/staff/officials test negative prior to entering the bubble.
There is significant community spread of the virus now and the NFL shouldn't run the risk of having another "Denver" situation during the playoffs.
