Schoolchildren aren't the only ones inhabiting a school. There are adults: teachers, counselors, nurses, office staff, cafeteria workers, janitors, coaches, librarians, etc. There are more people to consider in a school than just the kids.
Exactly. And then those people shop at stores and go home to families, families which frequently include at least one other bread winner who goes to work at other places with other people who then shop and go home etc.
