IMO those people are idiots. Selfish ones at that. The beach is always going to be there as is the ocean. No one likes to be shut down but the world does not revolve around you (beachgoers). If there is anyone who feels more at home in the oceans and beaches its me. But insisting on "your rights" over responsible behavior is not "freedom" . As one letter writer to the Times wrote-that's just pure adolescence. This won't last forever, so lets grow up and this will be behind us a lot faster.
