I'm going to say the robber can be charged with murder 1 because of a death resulting from the commission of a felony.

The woman and children are not guilty of anything. They may have been on the way to a drug house, but being on the way is not illegal. They did not go to the drug house and can't be convicted on the basis of intention.

The railroad is probably responsible for the crossing light not working and damage to the factory. Only because the train was speeding. The robber may be partially responsible, but will never pay a dime because he'll be in prison and doesn't have a pot to pee in anyway.

This strikes me a question that is not designed to see if you know the answer, but is designed to see how you think and what possible arguments you can come up with to present for your client, whoever that might be.
