that actually defining a rule is by itself almost impossible....They have taken a book of rules and allowed it to be changed, manipulated by what the rule means or how it is to be discerned....No I don't think it's because a call is just in and of it self hard to determine, they are IMO discussing how the rule is interpreted....How is it that 4 guys stood around and basically threw out the standing determination of a grounding rule....because IMO they took the written rule and mutated it into what they FEEL a grounding is/was.......
If a ref can go through the rule book by how they feel it could be you get the problem of so many of the same calls (or non calls) coming out differently from game to game or even within the same game at other times. The book is no longer the end all to the call, it has become how the ref determines what the book means on the rule, so the ruling changes on a constant basis from game to game.
