Snead is the GM his main job is to evaluate and acquire players.
McVays main job is to coach players and win games.
If Snead signed off on Tutu, he had better be behind the pick. Otherwise, what the hell is going on? Is McVay dictating to Snead who they pick? I doubt it.
So that means Snead was good with drafting Tutu and he screwed up more than McVay did. Honestly, if Sneads scouting staff was against the pick and he overrode them to satisfy McVays crush on Tutu, then that’s a major fail by Snead. I doubt that happened, I believe Snead was good with the pick. So he screwed up more than anyone.
