You don't dare expose McCutcheon or Harris to waivers; they'd be immediately snapped up. And Powell just lends way too much to our return game to release.
BTW: 3 QB as well. Perkins real value to the Rams lies in the fact that when they're practicing for a team with a running QB, Perkins can run the practice O. He also could develop some trade value especially to a team that has former Ram assistant coaches as OCs and HCs (which must be 8 or 9 teams by this point).
