i agree with you Bill, player vs player, nothing else considered give me Williams. Even Williams "down year" ( 9 PD's isn't necessarily bad) last year looks better than Hill's down year last year with the Browns. at least on paper - i don't know what Hill's circumstances were in Cleveland last year - he only played 12 games vs Williams 14.

unfortunately the rams cap magic isn't infinite and they have to allocate that magic over 22 positions and their backups so i'm thrilled with Hill at 1.5M given his history in the system and relationship with Ramsey and our precious little cap space left. time will tell ...
