The only rational explanation I can think of is that his car broke down (or ran out of gas), and he had no choice but to walk. Needless to say, extreme caution is always required in such situations along interstate highways. Good examples of the dangers of such highways are what happened during ice storms this winter. People who failed to immediately get as far off the road as possible were killed by cars and trucks that followed them into pileups. I would not walk along an interstate, even looking into traffic. Things can happen too fast. I would get as far off the road as possible.
