It doesn't seem like the same thing to me. A player saying "pay me more or I'll sit out the season" isn't any different from my POV than a team saying "take a pay cut or we'll release you". But that is neither here nor there.
What happens if a players 'retires' and then comes back the next year (essentially sitting out a year)? That's covered by the CBA: the existing contract just picks up where it left off. e.g., Whitworth retired with a year left on his deal. Nothing wrong with that. But if he decided next year that he wanted to come back he could only play with the Rams: his deal would pick up in 2023 right where it left off. (And could he ask the Rams for a little more coin if they wanted him back? Absolutely!)
What happens to a player who simply holds out for more money is governed by the CBA. It isn't a crime, but there are certainly consequences.
