being sold going to 49ers fans? Sure, maybe. But you can also see the concerted effort a lot (not all) of those selling are doing to get the tickets in the hands of 'friendlies'. But it's likely 65% of the tickets that hit that resale market. Even if that's 65% of 20k the overall crowd makeup should still be majority Rams fans.
There is no way 65% of the people that showed up vs. ARZ have suddenly (a) decided not to go to a BIGGER game and (b) handed over tickets to opposing fans. When I have gone to Rams' regular season games in cities like New Orleans or here in New England I have bought them 6+ months ahead of time. That is what happened in week 18. With less than 7 days notice that is not the case here.
