I'm fairly sure those tickets come from the allotment the Rams get as the host team. (3,500 tickets)

If the Rams make it to The Game they will get an additional allotment as one of the participants.(12,250 tickets) The Rams have hopefully taken care of their obligations already and might be in a position to make more of that second batch available. (One can hope, anyway.)

According to this article [www.rocketnews.com]. the Rams only get 5% of the tickets as the host team. Quick math says that's 3,500 tickets (5% of 70,000)

Each participating team gets 17.5% (or 12,250 tickets each).

The remaining teams split 35% of the tickets (24,500 tickets - less than 1,000 per team).

And the remaining 25% go to NFL partners and sponsors. (17,500 tickets)
