My brain isn't working well right now because I don't recall ever writing that high risk person "need not be vaccinated". I believe everyone -high risk or not-should be fully vaccinated. Remember, being vaccinated doesn't mean you can't get the virus. Being vaccinated impacts the symptoms. I don't get the victimization bit either unless you mean that being mandated to be vaccinated makes one a victim. LOL
Lets not confuse being vaccinated with wearing a mask. Separate reasons to do both-at least for me. I'm fully vaccinated because if I contract the virus I don't want to experience the bad symptoms associated with possible death. I've got at least one SB left in me. Moreover, the most recent studies show if one is fully vaccinated the possibility of passing an already existing virus inside of you is greatly reduced, if not eliminated. I wear a mask because if I have contracted the virus I don't want to pass it on to someone vaccinated or not. In that light if one chooses to not be vaccinated -high risk or not-it doesn't eliminate my obligations -self imposed or not.
