Well, his first tier only had like five guys in it; although, I don't think Lamar Jackson or Josh Allen are first tier.
I don't really care for Cowherd but his criteria for his tiers is basically fair. I'd have to put Stafford outside the first tier for now since he hasn't won any post season games. Can't be one of the truly elite if you haven't won any postseason games.

Playing for Lions was like having one hand tied behind Stafford’s back.
On a level playing field I think Stafford is among the top 5 QB’s in the game today.
Gotta play the hand you're dealt and he had some shots with the Lions. They were mostly bad but not all bad. His teams were 0-3 in the post season and his post season numbers take a slight dip compared to his regular season numbers. None of that earns him a spot as one of the top QB's IMO.
Like I said, he should have a chance to improve things this year but as it stands, he hasn't earned the right to be alongside Mahomes or Rodgers or whoever. Not yet. Gotta do it in the post season to be an elite QB.
