I have no idea, but I think it's perfectly fair to exclude a QB that hasn't proven he can win in the postseason. When or if that changes for Stafford, then he can move up to the top tier. He certainly has the ability but talent is only part of the equation. Jeff George had all the talent in the world but that didn't make him top tier either.
Stafford has to prove that he can do it and he's got a great opportunity to do so this year. A deep playoff run will have most people putting him in the top tier I imagine.
