Yup! That's how I see it too. On top of that, I bet Tutu was "penciled in" as the PR from Day 1 and I doubt they weren't counting on him to fair catch too. IMO, he was supposed to do ALL the returns. IMO, something happened to make them decide to use Kupp instead.
If they're worried he won't catch or will make the wrong decision when fielding a return deep in his own territory how can he be trusted anywhere else on the field? Don't you still have to "decide" to fair catch or return a punt no matter where you are on the field? If he isn't our best option (for whatever reason) on a deep punt why is the best option anywhere else?
