It seemed that the hiccup was that he was an RFA, and the Bills did not provide him with a qualifying tender offer. In fact, the team had already signed his replacement. The Bills apparently had a rather stringent budget for punter, and felt that Bojorquez would exceed that salary number. So they let him test free agency.
