It'll come down to a couple of things.
Where do they need depth the most, and who are the most talented players at positions the Rams value the most. The Rams value skill players the most, as well as LOT. So, they're going to keep potential starters at WR, DB, and LOT, with RB 4th on the list because they have Hendo and an IR'd Akers. So whoever are the 4 Rams RBs this year, next year one of them will be gone.
Here's the thing: at QB, Stafford will be with the Rams until he retires. So, you need a cheap back up and no more. You're never developing a guy with the idea that he's a Stafford replacement. Neither Perkins or Wolf will ever be that. The reality is that QB2 will never play unless QB1 is hurt. And QB3 will never play unless QB's 1 and 2 are hurt, or he is a player with a special skill set like Wildcat. The Rams didn't give up all that treasure for Stafford as a 2 year rental. So Perkins is might be trade bait; but I doubt it. Teams know that guys like this often wind up cut, and so wait for them like a cat sitting at a mouse hole. I think Holmes of the Lions might be watching because he would have known Perkins and it's not like there's much behind Goff.
It can also come down to who's available on the market at cutdowns. I think that the 51 - 53 spots are in great doubt. This will have much to do with whether they keep Hekker, Perkins, and even T. Lewis. I don't care what we're hearing from the Rams FO at the moment, they have to be scouring the league for a trade or something for a RB (probably a little bigger more physical one) whether Calais was injured or not. The Calais injury makes it, I think, an imperative. Why trade? Because anyone worth their salt won't make it through waivers to the Rams' spot. Unless it's someone like a Todd Gurley or AP. Player for player trade? Maybe. But those are the hardest to do. Likely it's a player for draft pick trade. But the Rams won't spend more than a 6th or 7th.
