There is no way you can compare 1st round picks without at least acknowledging the position in the round. I mean, of course if you're drafting top 5 or 6 you're coming away with about as sure a thing from the college ranks as you can get. Drop down to 20 and below, and it's a whole other world. So this essentially has the Rams late picks being lined up against the Niners and Cards early picks and then seeing who did the better job. Nope. Apples to oranges.
