If counties where the stadiums are located can reach "herd immunity," then I'm not sure it will be necessary. But reaching herd immunity will depend upon a certain percentage of the population in that county being vaccinated (anywhere between 70% - 85%). Not sure if they'll be able to reach those levels by September.
Absent that, I believe that many states will require some sort of social distancing which will automatically reduce stadium capacity. The only way around that, though, would be a requirement that all fans 12+ years be vaccinated or show proof of a recent (within 2 - 3 days) negative test result. That way, you should be able to have crowds closer to capacity.
I'm in favor of vaccine passports so we can return to normalcy sooner rather than later.
