Not many rookies 'start'

If you're team is starting a lot of rookies you're probably not very good. We had 3 last year. One (Burgess) got hurt. The others were depth or ST or rotational guys.

This is kind of how it works every year. I expect Brown will be in the rotation and get snaps. Maybe more. You just don't know who shows up at camp and who doesn't, also injuries can create opportunities.

If you want immediate, guaranteed starters that's what Free Agency is for. Don't forget there are the June 1 cuts coming as well.
