Are salaries lower this year?

I mean if the cap had continued to grow like it does every year, wouldn't the salaries paid to the Rams FA's be higher... meaning the comp picks would be higher?

If so, and I don't know if it's a factor, wouldn't it be more fair to make an adjustment based on the lower cap?

Just asking... not beating a drum.... yet. lol
