I know that the minority hire picks are in addition to the 32 picks awarded for losing players. However, I am not sure that the max of four comp picks is only for the lost players. The line you referenced said those picks will be picks 33, 34, etc. It does not say whether or not those picks are included in the max of four comp picks that a team can gain.
