And then what if the player just signs the Tag straight away, my understanding is once the player signs it's guaranteed. So unless you can find a trade partner the Rams are on the hook for it all.
And if they don't sign, when the new league years starts they need to have the space to accommodate that Tag number under the cap, that would almost certainly tie the Rams hands in anything else they wanted to do (even after restructures). Then you need to find a trade partner that will offer a contract and situation they want to be traded for!
