I gather that what's being said here is that the Rams want to position themselves to pick up cheaper than usual veteran players to plug holes, and they're willing to cut some current players to do it.
I don't remember how it works but there's a time frame for counting free agent signings against you in terms of calculating compensatory picks. So if you sign a FA within that time frame, it counts against you in the calculations determining compensatory picks. But after a certain period FA signings no longer count against you. That's the market for players who are still adrift after the first more expensive rounds of free agency.
So I guess what you do is work out a cost-benefit analysis. Is signing veteran X a better option for your program than keeping Rams player Y? So for example you might cut a guy from a deep unit and sign a guy who plugs a whole at another spot.
And it might work that way, where you see an opportunity with this years sunken cap where a vet you could use has to sign for cheap, and you can afford him by cutting someone. Or--it might not work out and there's no one worth that kind of signing or they don't want to sign with you etc.
So this "cuts" plan might lead to something, or it might not. It's just being prepared for opportunities.
