Players get 48% of league revenues. So a lower cap only means that the NFL didn't make as much money as expected. A lower cap also means less money for the owners, so from that perspective the owners probably don't like a lower cap.
As for players' salaries I'm not sure why the owners even care how the players divide their share of the money.
The cap in 2020 was $198.2M. What difference does is make to the owners if teams just split the pot 53 ways and pay every player $3.7M or if three guys get $40M each and the rest get $1.5M each? Or anything in between? What the owners get is secured either way: 52% of league revenues divided evenly across all 32 teams.
