Silver is speaking as Goff's mouthpiece so everything he says should be taken in balance with other reports and our common sense.

Nearly every other report out there is saying we had to pay so many draft picks just to get a team to take Goff's salary off our hands. That means Goff was seen leaguewide as a liability.

Maybe there are those who still believe in his talent and that he can be salvaged but when paired with his contract, the overall package was not considered an asset.

That is contrary to what Silver is saying. And since he's a lone voice with that view it's likely due to bias as Goff's mouthpiece.
