"Remember the Rams were smart to get Bortles as a backup for less than a million because the Jags were on the hook for the rest." That's because the Jags cut Bortles while he still had $6.5M guaranteed money coming for the 2019 season.

The offset language in Bortles' contract said that if no one signed him then the Jags had to pay him the full $6.5M.

If someone signed him for less that $6.5M (like the Rams did) then the Jags would pay the difference. So in 2019 Bortles got $1M from the Rams and $5.5M from the Jags.

Finally if someone signed him for more than $6.5M (haha) then the Jags wouldn't have had to pay him anything.

Note that if the Jags traded Bortles rather than cut him then the new team would have had to pay the entire $6.5M.
