Jared is not just sitting back with his position. He works hard and studies hard with film etc. IMO it's not about work ethic with Jared.
It's not about lighting a fire under him, we do need competition at the position, but not to get more out of Goff. If Jared needed that kinda push I wouldn't want him at all to be honest.
