That is incorrect. You only resolve the division first if one of those two teams is going to win their division. If both from one division are going for a wild card, that step is skipped.

And you can only do head to head if all 3 (or 4) teams played each other. AND that only works if one of those teams either lost to everyone else, or beat everyone else.
